Veteran Kansas police officer sentenced to over 23 years in prison for sexually assaulting women for decades

A former Kansas police officer who was convicted for preying on women and girls for a decade has been sentenced to 23-and-a-half years in prison, The Wichita Eagle reported.

Todd W. Allen, 52, was a police officer with the Hutchinson Police Department for 24 years and even worked as a school resource officer before he resigned in January of 2019. He was subsequently arrested August 2022.

Last month he admitted to committing dozens of crimes related to sexual assault, prowling, and being a peeping tom that involved at least 15 victims ranging in ages 15 to 28.

,In some of the incidents, Allen posed as an on-duty security guard at local parks and ordered victims out of their vehicles before sexually assaulting them — while their boyfriends or friends were in the car.

In April, Allen pleaded guilty to aggravated sexual battery on Oct. 9, 2012, rapes on July 5, 2013, and Oct. 8, 2015, attempted rapes on Aug. 16, 2013, and Feb. 18, 2014, attempted aggravated sexual batteries on Oct. 3, 2013, and Oct. 19, 2014, aggravated indecent liberties with a child on Nov. 17, 2016, kidnappings and aggravated sexual batteries on Nov. 2, 2018, and in July 2018, misdemeanor breaches of privacy that occurred in May of 2019, 2020, 2021 and 2022 and on June 19, 2022.
